Assessment tool disclaimer
Version 2026-06-10 · Competence and Conduct Standard
This assessment tool is intended solely as an assurance and decision-support aid. It does not constitute legal, regulatory, professional, or compliance advice and must not be relied upon as the sole basis for determining whether an individual is in scope of the mandatory qualification requirements under the Competence and Conduct Standard.
The assessment generated by this tool is based entirely on the information, documents, and responses provided by the user. The accuracy, completeness, and reliability of the outcome are therefore dependent upon the quality, accuracy, and completeness of the information supplied. Where information is incomplete, ambiguous, outdated, inaccurate, or does not fully reflect the reality of the role, organisational structure, reporting arrangements, delegated responsibilities, or workforce deployment, the assessment may be inaccurate or incomplete.
The tool cannot independently verify the accuracy of uploaded documents, job descriptions, organisation charts, qualification information, or any other evidence submitted. It may not identify responsibilities, accountabilities, reporting relationships, or organisational arrangements that are not explicitly stated within the information provided.
Users remain responsible for exercising appropriate professional judgement when interpreting and applying assessment outcomes. In particular, organisations must consider factors that may not be fully captured within the documentation provided to the tool, including but not limited to:
- The wider organisational structure and governance arrangements.
- Actual responsibilities and accountabilities exercised in practice.
- Workforce deployment and operational delivery models.
- Delegated authorities and decision-making powers.
- Corporate, strategic, regulatory, and service accountabilities.
- The relationship between the role and the delivery of housing management services.
- Any organisational, contractual, or service-specific circumstances relevant to the assessment.
Any recommendation, rationale, classification, qualification assessment, or suggested outcome produced by the tool should be treated as indicative only and must be reviewed alongside all relevant organisational evidence and professional knowledge of the role concerned.
Responsibility for determining whether an individual is in scope of qualification requirements, whether an existing qualification is compliant, partially compliant, or non-compliant, and whether any further action is required remains solely with the organisation. Organisations should undertake additional review and seek specialist advice where appropriate, particularly in complex, borderline, unusual, or disputed cases.
HQN has developed this tool as an assessment support and assurance aid. The tool provides indicative recommendations based on the information and evidence supplied and should not be relied upon as a definitive determination of qualification requirements. HQN cannot accept responsibility for decisions made solely on the basis of assessment outcomes generated by the tool. Organisations remain responsible for exercising professional judgement, considering the wider organisational context, and making final decisions regarding qualification requirements and compliance with regulatory expectations.
Use of this tool does not transfer responsibility for compliance, assurance, governance, or decision-making from the organisation to HQN. The organisation remains fully responsible and accountable for all decisions taken in relation to qualification requirements and for evidencing and demonstrating compliance to the Regulator of Social Housing or any other relevant authority.
